"The private sector is operating on an invisible battlefield — and the cost of complacency is no longer theoretical."
— Celia D. Hanley, Founder & CEO, CatalinaIQ

Nation-state intrusions, supply chain manipulation, insider threat operations, infrastructure sabotage — these threats were once the exclusive concern of government. Today, they target boardrooms, technology stacks, and global workforces.

CatalinaIQ exists to close the gap between the threat environment corporations actually face and the frameworks they currently deploy to address it. We don't offer checklists. We offer the tradecraft, analytical discipline, and hard-earned judgment of a career spent at the intersection of clandestine operations and enterprise risk.

Practice Areas

Eight Integrated
Practice Areas

Eight integrated practice areas, each designed to close the gap between the threat environment organizations actually face and the frameworks they currently deploy — from retained vCSO advisory through family office protection.

01
vCSO / vCRO — Retained Advisory
IC-pedigree strategic threat intelligence, adversary-centric risk assessment, and board-level governance advisory on a retained basis. The embedded senior intelligence officer your organization cannot afford full-time.
vCSO / vCRO Board Advisory Risk Governance
02
Security Posture & CI Assessments
Adversary-logic assessments against the actual threat environment — not regulatory checklists. Includes the Golden Dome Program Protection Assessment for DIB contractors, Crown Jewels facilitation, and the Convergent Stress Assessment (CSA) for organizations under multi-domain pressure.
Golden Dome PPA Crown Jewels CSA Architecture CI Program Review
03
Counter-UTS & Signature Reduction
The only commercially available counter-surveillance program built on government-level UTS doctrine. Personal and organizational exposure assessments, signature reduction program design, and executive digital hygiene — no competitor operates with this depth.
UTS Exposure Assessment Signature Reduction Executive Hygiene
04
Corporate Threat Intelligence — HUMINT-Led
IC-trained collection and analytic tradecraft for private-sector intelligence requirements. Includes FNERA (Foreign Nexus Employee Risk Assessment) for workforce vetting, DPRK IT worker detection, insider threat investigations, and acquisition due diligence with CFIUS navigation.
FNERA DPRK IT Worker Detection M&A Diligence CFIUS
05
Cognitive Warfare Defense
First-mover practice area addressing the capability vacuum left by the dismantlement of the Foreign Malign Influence Center at ODNI. The Influence Operations Vulnerability Assessment (IOVA), Cognitive Warfare Inoculation Training (CWIT), and IO Response Protocol development close a gap no competitor is yet filling.
IOVA Assessment CWIT Training IO Response Protocol
06
IRS Section 132 — Executive Protection
The only commercially available IRS 132 assessment delivered by a practitioner who designed personal security programs at the government level. Creates the security professional's threat-to-program nexus documentation that legal counsel and EP vendors cannot produce — audit-ready and legally defensible.
IRS 132 Assessment Executive Protection Audit-Ready Documentation
07
Policy Advisory & Legislative
Congressional-level positioning through the Centurion framework, IC enterprise policy architecture, and board-ready threat briefings that establish practitioner standing. The credibility multiplier for all other practice areas — the only outside firm with the architecture and standing to advise on IC reform.
Centurion Framework Legislative Advisory Board Threat Briefs
08
Family Office Practice Area
Intelligence-grade protection for ultra-high-net-worth families. CatalinaIQ is the only IC-credentialed advisor operating in this space. The $6T+ in U.S. family office AUM is actively targeted by nation-state intelligence services — and no existing wealth manager, EP firm, or PI firm can address this threat. We can.

Competitive Advantage

Why CatalinaIQ
Is Different

CatalinaIQ competes on credibility that cannot be replicated by generalist management consultancies, commercial cybersecurity vendors, or traditional private investigation firms.

Operational Intelligence Mindset
Threat analysis grounded in actual clandestine collection and analytic tradecraft — not vendor threat feeds or open-source aggregation.
Defense Industrial Base Fluency
Deep understanding of cleared environments, insider threat dynamics, program protection, and adversary targeting of sensitive technology across the DIB.
Adversary-Centric Framing
Risk is assessed through the lens of specific adversary capabilities, intent, and targeting patterns — PRC, Russia, Iran, and transnational criminal organizations.
Government-Sector Relationships
Existing network within the defense and intelligence communities that most commercial consultants simply cannot access.
Boardroom-Ready Communication
Complex threat landscapes and program gaps translated into executive-level risk language that drives investment decisions and policy action — not technical reports that gather dust.

Founder & CEO

Celia D. Hanley

Founder & CEO — Catalina Intelligent Solutions LLC

A seasoned global security executive with 40+ years of leadership spanning clandestine operations, defense intelligence, and the defense industrial base, Celia Hanley has built a career at the most sensitive intersection of national security and enterprise risk.

At Raytheon, she directed international security strategies across worldwide locations, designing and implementing counterintelligence and Insider Threat programs that highlighted the risk of threats from key adversarial countries; managed physical security requirements across all international Raytheon locations; and led evacuation planning and execution for personnel from active combat zones.

As a Supervisory Clandestine Operations Officer at DIA, a Senior Operations Officer at the CIA, and as an Army Counterintelligence Special Agent, she directed broad-based national security programs integrating advanced technologies, identity management, and clandestine operations to protect personnel, facilities, and sensitive intelligence activities — personally briefing Congress and IC leaders on current and emerging technology threats.

CatalinaIQ was founded to bring this operational depth to the private sector — translating the intelligence community's strategic discipline into boardroom-ready risk management that enables decisive action.

How We Work

The CatalinaIQ Engagement Model

Threat Environment Scoping
We begin where intelligence begins — with the adversary. We scope your actual threat environment: who targets organizations like yours, how, and why.
Collection & Analysis
Structured analytic tradecraft applied to your intelligence requirements. We go beyond open-source aggregation to build a true intelligence picture.
Program Gap Assessment
Your current security posture is evaluated against the actual threat environment — not regulatory checklists. Gaps are identified and prioritized by real risk, not compliance calendar.
Boardroom-Ready Deliverables
Findings are translated into executive language — risk investment decisions, policy action, governance frameworks. Intelligence that drives decisions, not technical reports that don't.
