A seasoned global security executive with 40+ years of leadership spanning clandestine operations, defense intelligence, and the defense industrial base, Celia Hanley has built a career at the most sensitive intersection of national security and enterprise risk.

At Raytheon, she directed international security strategies across worldwide locations, designing and implementing counterintelligence and Insider Threat programs that highlighted the risk of threats from key adversarial countries; managed physical security requirements across all international Raytheon locations; and led evacuation planning and execution for personnel from active combat zones.

As a Supervisory Clandestine Operations Officer at DIA, a Senior Operations Officer at the CIA, and as an Army Counterintelligence Special Agent, she directed broad-based national security programs integrating advanced technologies, identity management, and clandestine operations to protect personnel, facilities, and sensitive intelligence activities — personally briefing Congress and IC leaders on current and emerging technology threats.
